'Candy game'
The legal representative, presenting evidence, described Ruben's offending to the legal proceedings.
She explained his those affected were under-privileged children who were participating in a youth camp which he operated.
The defendant conducted a "candy game" with the youngsters, the legal counsel stated, in which he would access the sleeping quarters when they were getting ready for bed and ask them to consume candy "rapidly".
She informed the proceedings the defendant had played this game with the boys "repeatedly", and children had previously become sick the subsequent day.
She stated Ruben had been capable of justifying this over a long period as the youngsters being "overexcited from fun", until his family member had concerns in July 2025.
Mrs Prior KC added: "Recently" his stepchild had suspicions about the activities, for good reason.
"They decided to have a look in the individual's items."
The prosecutor explained materials including lubricant, Vaseline and medical needles were located, and his stepchild alerted the police about his concerns.
She stated the man continued to engage in the "sweet game" with six youngsters that evening - that Saturday - and they were all sick the subsequent day.
"Authorities" had not arrived by that stage," she added.
The regulatory agency, the investigative body, had stated that it was examining law enforcement's management of the situation.
Mrs Prior said the children were unable to walk properly due to their sickness, so the stepson contacted the law enforcement once more.
She said the man then conducted the "sweet game" in a room of five youngsters.
